UK Office of Government Property Gets Agile Property Data Insights with Cohesive

The Office of Government Property (OGP) in the UK manages a vast and diverse property portfolio. Facing challenges with aging legacy systems, they sought a modern, accessible, and cost-effective solution for managing their estate data.

Summary

Cohesive Group partnered with the Office of Government Property (OGP) to develop a Proof of Concept for a modern, cloud-based property data management system. By employing agile methodologies and focusing on accessibility, API integration, and data quality, we delivered a successful PoC that met the OGP’s objectives and enabled them to confidently proceed with a full-scale procurement.

Solutions
Master Data Management
Improved data accuracy and reliability
Reduced system maintenance costs
Enhanced accessibility for all users
Increased agility and flexibility in data management
Enabled remote working capabilities

The Challenge

The Office of Government Property (OGP) faced challenges managing its property portfolio due to outdated legacy systems. These systems were costly to maintain, inflexible, and lacked accessibility. The OGP needed a modern solution with these key requirements:

  • Cloud-based: To improve scalability, security, and cost-efficiency.
  • API-centric: To promote interoperability and data sharing across applications and departments.
  • Accessible and Mobile: Usable on any device, adhering to WCAG standards for all users.
  • Cost-effective: To reduce the overall cost of property data management.
  • Reduced dependencies: To allow more flexibility in choosing and integrating software solutions.

Our Solution

In 2019, Cohesive Group developed a Proof of Concept (PoC) to address these challenges. Working closely with the OGP, we formed an integrated team to understand their needs. Our approach included:

  • Agile Methodology: Iterative development with continuous feedback through mini-PoCs.
  • Strategic Planning: A comprehensive roadmap outlining key phases, milestones, and deliverables.
  • Accessibility: Prioritizing WCAG standards to ensure usability on a wide range of devices.
  • API Development: A robust API framework to connect with existing legacy systems.
  • Data Mastering: Improving data quality and reliability through cleansing, standardization, and consolidation.
  • Business Case Development: Using the Green Book 5 case model to justify the investment.

The Client Benefits

The PoC successfully addressed the OGP’s challenges and delivered tangible benefits:

  • Cloud-first, API-centric system: Accessible through a user-configurable web portal, supporting remote work and flexibility.
  • Legacy system integration: Ensuring continued access to critical data through APIs.
  • Risk mitigation: Rigorous testing and validation of key design assumptions.
  • Improved data management: Enhanced data quality and resolved data management issues.
  • On-time and on-budget delivery: Demonstrating efficient project management.
  • Informed procurement: Providing the OGP with confidence to proceed with full-scale implementation.

What’s Next:

The OGP will use the successful PoC as the foundation for a detailed procurement exercise. This will involve selecting a vendor to develop and implement a full-scale property data management system based on the principles and functionalities demonstrated in the PoC.
